It cost around $600 and a lot of hours of R&D. The metal was left over from another project and the slats I made from one of my of old Retic cages that I was not using, its 3/8" composit acrylic.
Belting is .020 polycarb. film that I cut out of a 48" roll. 13' x 3.75" (2). used a leather punch for the holes.
There isn't much informaiton on the web on how to build one. I just looked at differnt pictures of mills.
I use allthread for the axel. washer and nuts to space it. GO kart wheels with bearings for the main wheels.

    here are some pics

Thanks mate i got exactly same go cart wheels on mine.. Did you have to grind off the little spike bits guess they are there to stop the tyre spinning on the rim?? Was thinking about joining the 2 sides with threaded rod like that.. You wouldn't have a link were i might be able to find those belt materials??

Grind them off and make sure they are smooth. they will throw off the slats and slow you down.
I spaced the main wheels with all thread, .063 wider then the slats. Its cold so they will grow in the summer.
Belting, I bought mine from the a local Sign Supply.
here is a link to a web page.

I had to cut this material with a utillity knife and ruler, make a jig so you cut straight. I think it comes 24" and 48" wide. you will have to buy the length of the belt that you need and cut.
48" x 13' would give you 10 belts, five mills.
