A Georgia teen nearly decapitated his dog by wrapping an electrical cord around the helpless animal's neck and leaving it to die in the woods, authorities said.

"It is without a doubt the worst case of animal cruelty I've ever seen, and I've been sheriff for 29 years," Monroe County Sheriff John Cary Bittick told The Atlanta Journal-Constitution.

Monterion Dionte Davis, 19, of Forsyth, Ga., was arrested Thursday after authorities - incensed by a graphic photo of the wounded dog - launched an investigation.

"The picture is what got me fired up," said Bittick.

Monroe County, Georgia - Monterion Dionte Davis made his first court appearance Friday at County Magistrate Court after being charged with aggravated animal cruelty. His bond was set at $15,000, and he was ordered by Judge Davis not to get near any animals.

Police arrested Monterion Dionte Davis, owner of the dog who allegedly has admitted to officers he tied an electrical cord around the dog's neck, took her out into the woods and tied her up hoping she would die.

Shane Smith, a volunteer with Save-A-Pet, an animal rescue group that rescues dogs from area shelters, visited the local animal shelter when he saw a mixed-breed gentle dog who walked right up to him. As Smith examined the dog, he saw her throat had been severed. He immediately took the one-and-a half year old dog to Dr. Butler Caldwell at Caldwell Veterinary Hospital in Forsyth who operated on the dog, and stated it was a miracle she was still alive. She had suffered a severed trachea and other internal injuries. The group has named her Hope.
