West Baton Rouge Parish Council voted 7-2 Thursday to strengthen its animal control ordinance.

The new ordinance does not specifically list dog breeds, instead it focuses on dog behavior.

“We had an instance here in Brusly where a young girl was attacked by some animals and what really opened our eyes was that even though the dog was declared a vicious animal, they simply moved the dog over to Plaquemine,” said Joey Normand, Mayor of Brusly.

The revised ordinance prevents dog owners from moving a vicious dog out of the parish without notifying animal control and micro-chipping the dog.

Normand supported the ordinance and hopes the change will improve animal control throughout the parish.

“It will allow our animal control people to have enforcement mechanisms so they can do the right things with the animals,” said Normand.

The council followed state law in defining what is a vicious dog. State law says a dangerous dog is one that will bite and injure a person when unprovoked.
