I have a 9 week old pup that I bought just a week ago. He seemed fine (playful, happy ect) since the day I got him. But I woke up today and went to feed him.

He keeps groaning and moaning in a lowish voice similar to if someone had a cough/cold.

I tried to feed him but he wont eat. Ive tried a varity of foods but he just wont eat.

He drank a little bit of water and a little bit of warm milk but thats about it.

Does anyone know what could be wrong?

(Scheduled an Appointment with the vet for tommorow)

Has he ever been vaccinated? (even if yes, one vaccine does not protect your dog from viruses and such) Has he been properly dewormed?

At that age it could be a number of thing ranging from intestinal worms/parasites (hookworms, roundworms, coccidia, giardia, etc.) to viruses (distemper, parvo, corona, etc.) to other issues (gastroenteritis, etc.).

Your vet is your best option and personally, I'd get him in today. 12+ hours can make the difference b/n life or death in a dog that small and that age.
