In the interest of keeping dogs in and people out...chain link offers strength, but can be climbed unless topped with barbed wire. Currugated metal offers privacy and is difficult to climb. I am attaching a pic of a security fence material that is hard to climb, and that seems pretty good.

Maybe a see-through security or chain link around the perimeter, then deeper in the yard, a fence that offers privacy, like currugated metal. These could be combined with tall hedges, etc.
Another consideration is whether or not to partially bury the fence. security-fencing.jpg
