    Fort Worth To Consider Law Against Tethering Dogs

    FORT WORTH (CBS 11 News) ― Tuesday morning the Fort Worth Health Department is expected to make a proposal to city council members, asking them to ban the tethering of dogs.

    The city's current ordinance contradicts the state law on tethering dogs.

    The Fort Worth ordinance says if a dog is tethered, it has to be behind a fence. State law prohibits chaining dogs overnight or within 500 feet of a school.

    The health department hopes Tuesday's recommendation will make the law on chaining dogs less confusing and easier to enforce.

    The earliest the council would vote on the proposal would be Tuesday, January 22. If passed, the health department would then work on educating the public on the stricter rules. Violators could face fines of up to $2,000.

    The meeting, which is open to the public, will be held Tuesday at 8:30 a.m.

    This is insane. I figured of all states, Texas, would be the last (if ever) to go for this PETA bullsh*t! If Texas goes down hill like that, then the whole country is in danger.

    These are the laws on the books already. I can not find the written details of this proposed law on line or in the city website. There is alot of work to be done in a short amount of time. From what I understand they will be voteing on this tues morning.

    ARTICLE II. RESTRAINT OF ANIMALS<A id=TOC.1 name=TOC.1>

    Sec. 6-13. Restraint of animals.
    (a) It shall be unlawful for an owner or person in control of an animal to fail to keep the animal under restraint in a securely enclosed or confined area and in a manner that will isolate the animal from the public and other animals except for animals owned or under the control of the owner.

    (b) It shall be unlawful for an owner to fail or refuse to exercise diligent care and control of his or her animal to prevent such animal from becoming a public nuisance.

    (c) It shall be unlawful for a person having charge, care, or ownership of a cat to fail to keep the cat from roaming beyond the boundaries of the person's premises.

    (d) It shall be unlawful for an owner or person in control of a dog or puppy to restrain the dog or puppy by leash, tether or chain unattended in the yard of a residence or business unless the area is securely enclosed or confined as defined in section 6-1.

    Sec. 6-65. Proper care of animals.
    Every owner or other person having care and control of any animal shall provide the following for each animal under his or her care and control:

    (a) Sufficient nutritious and wholesome food, served to the animal in clean containers, to maintain the animal in good health;

    (b) Clean and wholesome water, served to the animal in a clean container, such water to be available to the animal at all times;

    (c) Adequate shelter, which shall allow the animal to remain dry and protected from the elements at all times and which shall provide either natural or artificial shade for the animal to avoid direct sunlight. If the shelter is provided by enclosure, the enclosure shall allow for adequate ventilation; and

    (d) Veterinary care as needed to prevent suffering.

    I spoke with the A/C manager today, apparantly they are the ones that have proposed this ban. From what I was told today, they do not have the language of this ban written, it stands as just that... banning all tethering in fortworth. There is a state law that passed and went into affect sept 07. From what I understand it is now up to the cities in texas to pass a ban on tethering in atempt to prevent any loop holes in the state law on the local level.

    in other words the city of fortworth will beable to enforce the state law.

    However I do beleive there is opprotunity to dispute this.

    If every one could please take the time to send a email to the mayor and council memmbers on this matter. At the very least they will know there is opposition to this grand scheme. Please be polite.

    Be free to mention, all the possibilties that poor legistlation like this can have on this city.
    Increase on dogs at large, Spread of deseises and full blown out breaks, dog bites and maulings.. population increase from non spayed and nueterd animals, pets and ferals. Increase on the animals surrenderd picked up and dumped, all because they took away the means for the ppl to keep these pets. Mention anything that I have not been able to think of....

    I appologize that I do not have a templet letter prepared for this.
