    Yeah, something isn't right with this dog; but look at it from the dog's perspective....he's being punished for coming out of his house! How confusing is THAT?

    I would try breaking the cycle and get him out of the situation/environment where he DOES this behavior. He's being re-enforced every time he has a chance to do the same behavior.
