have A problem need some info

    me and my partner did a little swapping with a guy,2 dogs for 3. a 11mnth pup,8yrlod female,and2 yr old male.we have the papers on the 8 yr old and he was pose to send us the papers for the other 2.it never happen cause he wanted us to send him 2 more dogs.. we know the ped number on the male,could we still transfer ownership without his signature.

    No, you can't. Seller must sign off ownership and you send it in and pay the transfer of ownership fee.
