    The city of Austin’s Animal Advisory Commission is considering an ordinance that would ban the chaining of unattended dogs.

    Research shows a chained dog is almost three times more likely to bite. Those who came up with the ordinance say the reason for the proposal is two-fold.

    “We see dogs all over Austin that are chained. Current law allows chaining up to eight hours, unless the chain is 10 feet or longer and attached to a moving trolley. However, we believe that anytime is too long to leave a dog unattended on a chain or tether. It's dangerous for the child and dangerous for the dog,” concerned citizen Lyndon Poole said.

    A group called Chain Free Austin formed to draft the proposed ordinance. The say 11 other communities in the United States banned dog chaining, including two in Texas.

    Well that's just untrue. It's not how much time a dog spends on a chain that causes a problem. It's the lack of attention and training that causes a problem. You can chain a dog 24/7 and spend hours with it and have a well mannered socially acceptable animal.

    You can crate a dog 24/7 and pay no attention and give no training to it and end up with a social misfit that bites.

    You can also give your dog too much attention and no training and end up with a holy terror that thinks you owe it the world.

    It's not the dogs fault, it's not the chain's fault....It's the owner's fault.

    Just wanted to add, I've heard back from 2 of the people on that committee. The first person wanted to know how someone outside of Austin had heard. The 2nd person wanted to know how someone outside of Austin had heard. Then he/she went on to say:

    "Most of the people in the Austin area who fit this category [people who keep more than few chained Pit Bulls] are involved in dog fighting or supplying animals for fighting. They don't get a lot of sympathy from me, in fact I just tuned the police on to a pitbull fighting ring several blocks from where I live last summer and I'm still gathering info for authorities on the remaining few."

    then:

    "In this part of the country most people who keep large numbers of pits chained on their property are fighting them, maybe not all but most."

    So there's the rub. They don't care about chaining or animal welfare. They want to get at the Pit Bull people.

    BTW, I don't know which person this is since their email doesn't match any of the emails on that list.

    Thanks for doing that research, bahamutt99. To me, it's sad that this work seems so directed at our breed. If people are irresponsible owners, that's one thing, but I didn't know "chained animals" = "pit bulls"!!! Hopefully, those of us who are responsible will gradually give this breed the public respect it deserves. I won't give up, that's for sure.
