    The controversial Snip-the-Roamers bill - more popularly known as Senate Bill 250, The Pet Responsibility Act - will live or die after a vote in the Assembly Appropriations Committee on Thursday.

    This critical vote was originally slated for last month, but was postponed due to the state’s budget paralysis.

    That means the crush is on again - with both sides urging their troops to flood Sacramento with phone calls and emails in advance of Thursday’s vote.

    Supporters say Snip-the-Roamers is not a mandatory spay-neuter law, but simplytargets “irresponsible pet owners” by requiring that animals with a tendency to roam be fixed.

    Foes say that’s hogwash. “SB 250 requires owners of intact dogs to pay a new license fee or have their dogs sterilized,” says PetPAC.

    The bill has already been approved by the Senate. If it makes it through this committee, it goes to the full Assembly - and then to the governor’s desk for signature.

  2. Please call the California Assembly Appropriations Committee and request that they vote "no" if SB 250 comes out of suspense on Wednesday, August 26th. Simply state your name and say "I am requesting the Assembly (wo)man to vote "no" on SB 250 in Appropriations. Thank-you."



    The Rule: A bill must be in print for three days before being heard by a Committee,
    The Reality: They can change the rules.

    As of 7:30 pm on Tuesday, August 25th there are no amendments for SB 250 which may mean that there will not be any. It may mean that Senator Florez will get an exemption from the rules and the Appropriations Committee will be looking at a bill that has not seen. Or Florez may let it stay in the suspense file and turn SB 250 into a two year bill..

    What happens to it now may depend on who makes more telephone calls.

    As written your dog must be sterilized the first time it is picked up.

    As promised, your dog will be sterilized the second time it is picked up or the first time your dog or you violates an animal law anywhere in the state.


    That could be competing in an agility or obedience trial without the license tag. That could mean wearing a show collar in the show ring. That could mean training for a hunt test. That could mean exercising your dog in parts of San Diego on a flexi-lead. That could mean being 30 seconds late leaving the dog park. That could mean taking your puppy in to license in a week after it is 4 months of age.


    As written, the only exemptions are for hunting birds, boars and bears.
    As promised, there would be an exemption for agricultural dogs.

    There are no exemptions for
    Law enforcement dogs
    Search and rescue dogs
    Cadaver dogs
    Service dogs
    Bomb detection dogs
    Guide dogs
    Movie and television dogs
    Performance dogs
    Show dogs





    There are no exemptions for any dog visiting the State of California for more than 30 days so if your out-of-state dog is in California campaigning, it will be under the rule of SB 250.



    Without a doubt the single most destructive piece of legislation for dog owners in California. This is not about solving any problem. Please call each and every Democrat on the Appropriations Committee to ask them to vote No.

    Im really not mad about this roaming dog law. My dogs nUts getting cut off is the best case scenario if my dog ever got lose. I would probably feel relieved nothing worse happen like him gripping a dog and gettin shot or me being sued.
