    "Ban on breeding of pitbulls urged

    Following a string of cases involving pitbull attacks on children, Manila Deputy Mayor Don Bagatsing asked the City Council yesterday to pass an ordinance banning the breeding of this type of dogs.


    In the latest incident, a pitbull mauled a nine-year-old boy last week, sending him to a hospital due to multiple dog bites.

    Bagatsing said he is recommending a ban on pitbulls because these dogs’ unpredictable and aggressive behavior poses a threat to the life and limbs of pedestrians, especially the children.

    "We don’t have countless cases yet of pitbull attacks in Manila, but the harm inflicted by this breed of dogs to a child sends the message to ban them. They (pitbulls) are dangerous when left unattended by their owner," he said.

    "When someone is attacked by a pitbull, there should be civil liability on the part of the owner so the victims of the dog attack could seek monetary damages. The pitbull owner should be sued for punitive damages," Bagatsing said.

    He also urged authorities to tighten regulations and strictly enforce measures against dogs wandering on the streets.

    The father of the boy who was bitten by a pitbull welcomed Bagatsing’s proposal.

    He said his son was seriously injured when the pitbull attacked him while he was wandering in one of the parks in the San Andres district.

    The father, who requested anonymity, said his son is now recovering in hospital.

    "The owner of the dog was not able to run after his pitbull when it broke loose and chased my helpless son," he said.

    Meanwhile, unnoticed by many, dog fights are now taking place in some places in Metro Manila and nearby provinces, observers said.

    These fights are even participated in by prominent figures in society, they said, adding that owners of these dogs have become fond of breeding these animals to be able to compete in dog fights.

    An animal rights group, however, claimed dog fighting is prohibited as stated in the Animal Welfare Act. However, nobody has yet been arrested or prosecuted for involvement in dog fighting."

    From what I understand, the Filipino gov't needs to worry about cleaning the streets of the strays before they even think about targeting a specific breed.
