What is the best age to start breeding a female?

Some say to wait till the female's second heat. But before you breed you must ask yourself, "What has she done or proved to me that she is worthy to be bred?" Will breeding her better our breed? Don't breed for looks or pretty paperwork. Just my .02

Knock said it best, I mean technically you COULD breed a bitch on her first heat, but why breed a bitch at all, unless she has proved her worth to you...

Its good to wait until the 2 heat but I've waited to the 3 with most of the Bitches I've been around growing up. Dogs like Akitas and Chows, my parents always had a reason for breeding them meaning the feamles had a job a perform and performed well in doing them.
Now I have a Female pit bull and I'll wait until her 3 heat biut if she hasn't proven her self to me I'll wait until another heat. But I keep my dogs active in chaseing birds and other things around the woods to make sure they are ready for hunting. And what every else I may ask of them but I keep it all fun for now until the get older.
