I see this term used, what exactly does it mean?

A Dog that has the ability to Bite hard, clamp and shuts it's mouth on to something and won't let go, close's it eyes and hang's on to the water bowl.

 

do strength of teeth and length of their cutters come into play when determining who has a hard mouth?

No, cutters having nothing to do with how hard a dog bites, have seen a few do some real damage without the hangers, good mandibles are key though....

No, the size of the cutters has nothing to do with how hard a dog bites. I would think more has to do with AGE and how many teeth are left in the mouth, see all my teeth---> , a puppy can't bite hard compare to a 5 year old dog, just like a baby can't bite hard like a 20 year old, just like how a granny can't bite an apple with no teeth.
