LARGO - Largo police and animal services workers are trying to figure out how six severed dogs' heads ended up in a dumpster.

A restaurant employee in Pinellas County discovered six severed dog heads in the dumpster.

Tucson's Southwest Grill Kitchen Manager Karl Strasser found the dog remains Tuesday morning, while taking out the trash behind the restaurant.

"It's a shocking thing to see," said Strasser. "It's an animal, but man's best friend."

Initially, Strasser didn't think the dogs were real.

"I saw what looked like a stuffed animal," he said. "So I looked more and another one and another one and I just closed it and came in and called the police."

Some of the heads were on top of the trash. Some were placed in garbage bags. No one seems to know how they got there. Largo police detectives think maybe the animals were decapitated for medical reasons, then disposed of improperly. Veterinarian Michael Rumore say that's unlikely.

"I'm not sure what medical procedure would involve taking the heads off and keeping the bodies," said Dr. Rumore. "If you're rabies testing, you remove the heads and you keep the heads so you can test the brain."

Not only that, a dog's head has to be also split for rabies testing.

Dr. Rumore says whoever did this had to work very hard to do it.

"The bones of the neck are fairly intricate, so it's either you have to have a chainsaw or a very heavy blade to cut through bone," said Rumore.

There was little blood at the dumpster, so detectives believe the dogs were killed somewhere else and dumped behind the restaurant.

"We actually had a group of 35 cancel a reservation here because of the news, which is unfortunate because we obviously had nothing to do with us," said Tuscon's Manager Paul Kizilelma.

Strasser can't get the images out of his head. He has two dogs of his own, and he says it's been hard for him to return to the dumpster.

Along with Largo Police, the SPCA of Tampa Bay is investigating. Police sent the dog heads to the SPCA for testing. The organization declined comment.

Police say the dogs appeared to be pit bull mixes and labradors.
