I would avoid feeding sheep head and brain matter because of my incessant fear of prion-based diseases (CJD, Scrapie, mad-cow, etc.)

Beyond that, however, I can't imagine that it would pose much of a problem.

In my opinion mad cow and heads, intestines or whatever doesn't have any special connection compared to other parts of the animal. It is only a matter of politics and economics. After the mad cow outbreak in UK, and since it wasn't economically viable for them to destroy all their livestock they had to present somekind of plan and also pushed EU to accept it. Mad cow is a result of human practises and speciffically canibalism since we feed meat byproducts to vegan animals. If an animal has mad cow it is contaminated everywhere, not only in its brain. Years ago, growth hormone was produced from animals and resulted in deaths ( Florens Grifith?) so maybe thats why they "connect" it with brain consumption.
I dont know how thinks are abroad, but in my country lambs are fed in the fields and we don't have any problems concerning their health.
If I was to feed raw from a specific lamb I also wouldn't hesitate to feed with the brain too, and eyes, intestines etc. The skull is another matter since I dont think it contains any significant amount of bone marrow and when it breaks it gets funny shapes like blades.
I do eat lamb head meatty parts and intestines, greek cuisine you see, and nobody ever has got any problems by doing so in my country.
    Just my opinion.

I think dogs can sense what they can eat, well some dogs at least
they may eat it once but if its not rite they wont keep eating it.

You can cook it in water(without salt) for a couple of hours(the meat wil fall off the bones), and when it turn handwarm you can take out the bones by hand. Easy on liver meat, 200 gr a week is enough.
You can also add vegetables or whatever and give him the water of the soup.
