In order to use fish for Sushi the below parameters must be met as per the FDA. This is in order to kill many deadly and just gross parasites that are present in raw fish. There are many many many diseases which are carried by different fish and many kinds of parasites/bacteria which live in different kinds of fish.

The only concern any inspectors have is referred to as the parasite destruction guarantee, which is accomplished by 'freezing and storing seafood at -4°F (-20°C) or below for 7 days (total time), or freezing at -31°F (-35°C) or below until solid and storing at -31°F (-35°C) or below for 15 hours, or freezing at -31°F (-35°C) or below until solid and storing at -4°F (-20°C) or below for 24 hours' which is sufficient to kill parasites.

Aside from that, I would say fish is great for your dogs but I would always clean it thouroughly and then freeze it properly to be 100% sure. Especially if feeding to puppies, sick dogs or elderly dogs.

Dogs process raw meat fine and most food borne illness doesn't effect them. However, parasites are different and should be carefully eliminated in my opinion.

I am sure my refrigerator doesn't go below -10 Celcius degrees, I don't know about freezers, so everybody keep that in mind.
