I believe its all of NC.. butt I am not 100% certain. I know there is a town hall type meeting in Orange County (Hillsborough) because Ornge County has said they were debating on going anti tethering.. I know TG is supposed to go and speak against it..the last I heard.

one thing about a blanket law is they have to prove the dog is actually OUT there for 24 hours.

in other words its a feel good law, to the voters.

Makes animal rescue people happy for they hav a window to save abused dogs on chains, (and there is where the law I believe should be aimed).

BUT who is going to film a dog outside for 24 hours to prove its there? Not to many. It does leave an open door for those dogs chained outside, starved ,teathered in choke chains to four wheelers etc, that are NOT properly taken care of. But to REALLY CHARGE this law really is laughable. Take it to court, and it is "well did you SEE the dog outside for 24hrs"
ah..well no, but I was TOLD it was, "told" .. dismissed.
But as in any blanket law it hits those who do it responsibly too. (just as the BSL gets the good dogs turned in, and the bad dogs underground to breed more bad lines) Blanket laws dont work. And they are even harder to enforce.

No this is not laughable.... The HSUS is pushing this bill. I support No angle on the AR agenda.

This is a state wide bill from what I understand.

"When this government quits serving it's purpose, which is for the people, and begings to usurp it's power for it's own ends, it is the right and RESPONSIBILITY of the people to overthrow such government, ans start anew."

Seems like I read something like that in an important document sometime...HMM!
I wonder where that was? Maybe, just maybe it was in the...no! it couldn't be! Was it in the constitution of the United States of America? Surely not!

If that be the case, we are all guilty of treason!
