It's ok for a 7 mo old to be afraid of another dog. Leave him alone and don't force other dogs on him.

He is just a baby still. Give him a chance to mature... Don't make him be around other dogs who are in his face and scaring him.

my girl had a a neighbors big dog charge at us when she was only 2 and a half months old and she was spooked. I thought that may have traumatized her towards other dogs from that point on but as she matured and hit around a little past the one and a half mark she began to show confidence around other dogs and she will be ok unless another dog decides to pick a fight then I know she will not take that likely and act upon it. Almost happen the last time I was at the beach with her with another loose dog that decided to try and snatch her toy from her mouth at that  she's now 2 by the way which I would say it's really starting to blossom in her (being DA)

Socialize that pup with other dogs that are very socialized dogs and very submissive, this way yours will gain confidence and realize there is nothing wrong with other dogs.

my dog was never scared of dogs. hes only 9 months but as far as i know hes always challenged dogs and other animals, never been shook. But hes had issues with people, still dealing with some. Its frustrating as hell. But im gonna say let it be a pup and see what happens.

my 2 year old girl was fine actually great with other dogs till about 16 months and then BooM not at all anymore. I did try for a couple months after that but it was a waste and dangerous. Not sure what you intent is but i say depending what you want and if you didnt want a DA animal as someone already said socialize him with submissive animals and hope it all goes well. If you want him something else i would just wait and see what he does on his own. Dont see the point in making a dog something it is not. If you want that sure you can get it without having to make it that way.
