Glance at new N.C. laws taking effect Dec. 1

    Birmingham, AL -- A quick look at some of the more than 40 new laws in North Carolina law that take effect Thursday. The laws will:

    - Add minimum age and safety restrictions for operators of all-terrain vehicles.

    - Ban online hunting of animals located in North Carolina using a computer and a remote-controlled rifle.

    - Permit consumers to put a security freeze on their credit reports to prevent identity thieves from opening accounts and generating credit using stolen information.

    - Make it a crime if a driver and a passenger switch places after a car accident and flee the scene. The law was passed in response to the 2003 death of Tar Heel Sports Network commentator Stephen Gates when he was hit by a car as he changed a tire on an Orange County interstate ramp.

    - Make it a felony for a person to solicit sex from a person they believe to be a minor, including police officers posing as children.

    - Lower threshold for felony larceny from $1,000 to $300 in some circumstances when the stolen goods came from a permitted construction site.

    - Make it a felony for failing to return a rental car valued at more than $4,000. Otherwise, it's a misdemeanor.

    - Amend the indecent exposure law to make it a felony when the incident involves an adult perpetrator and a victim under 16 years old.

    - Make it a felony to break-in to a church, synagogue or other house of worship.

    - Increase penalties for people who exploit the elderly or disabled financially.

    - Create a criminal offense for concealing a person's death.

    - Make it a state crime to record or copy a film showing in a movie theater.

    - Make intentionally pointing a laser beam at a traveling aircraft a felony instead of a misdemeanor.

    - Require a deposit from people arrested for dogfighting to pay for the care of impounded dogs while the case is adjudicated.

    - Restrict access to photos and recordings from official autopsy reports.

    - Make promoting or watching cockfighting a misdemeanor instead of a felony.

    - Enforce "Rachel's Law," which increases punishments for someone who fires a gun into an occupied car or home. It was named after Rachel Sanchez, a 5-year-old girl shot in the head while traveling on Interstate 40 in Catawba County in 2003.

    remote hunting wtf is that i want some of that lmao sit at home point and shoot now i dont even have to get up and go to the deerstand i can be at five at once. wow and i thought rifle hunting was kinda lazy geeeeeezzzzz.

    Actually Seal, some people are unable to hunt ;)
    I believe I heard of some young men, that were in Iraq and very excited to pay their money and shoot a deer from an internet screen. Lazy would be depend on the circumstances and who was doing the remote shooting. Now, waste of money ~ I might could go for, but understandably some people aren't able to hunt, rather due to handicap, elderly, etc.

    That one I wonder about!? lol

    play a video game. remote control kill an animal. i dont see any sport in that no matter what your circumstances. PS my cousin in in a wheelchair. so i understand being handicapped and i causing difficulties in hunting. What happens to the meat after you clip your deer?
    Who tracks and finishes any game you dont clean kill?

    FBI Probes Laser Beam Directed at Cockpit



    Authorities are investigating a mysterious laser beam that was directed into the cockpit of a commercial jet traveling at more than 8,500 feet.

    The beam appeared Monday when the plane was about 15 miles from Cleveland Hopkins International Airport, the FBI said.

    "It was in there for several seconds like (the plane) was being tracked," FBI agent Robert Hawk said.

    The pilot was able to land the plane, and air traffic controllers used radar to determine the laser came from a residential area in suburban Warrensville Heights.

    Hawk said the laser had to have been fairly sophisticated to track a plane traveling at that altitude. Authorities had no other leads, and are investigating whether the incident was a prank or if there was a more sinister motive.

    In Colorado Springs, Colo., Monday night, two pilots reported green pulsating laser lights shined into their cockpits. Both the passenger plane and a cargo plane landed without problems.

    Police dispatched patrol cars and a helicopter to a neighborhood to investigate but found nothing. FBI agents were continuing to conduct interviews, agency spokeswoman Monique Kelso said.

    Federal officials have expressed concern about terrorists using laser beams, which can distract or temporarily blind a pilot.

    A memo sent to law enforcement agencies recently by the FBI and the Homeland Security Department says there is evidence that terrorists have explored using lasers as weapons. Authorities said there is no specific intelligence indicating al-Qaida or other groups might use lasers in the United States.

    In September a pilot for Delta Air Lines reported an eye injury from a laser beam shone into the cockpit during a landing approach in Salt Lake City. The incident occurred about 5 miles from the airport. The plane landed safely.

    Lasers are commonly used in a number of industries and are featured in outdoor light shows.

    The FAA mandates that laser light shows must register their locations and the lights cannot be directed above 3,000 feet. Lasers are also often used by construction companies to line up foundations.

    Interfering with a commercial flight is a felony punishable by up to five years in prison.

    ook the hunting thing works like this. some guy puts stock on his acreage and you pay him say 150 buck to monitor a camera and shoot at an animal via the internet the gun is on a stand being controlled by you. basically a real life video game with a bunch of animals in a fenced in area being hunted by rc guns. no chance of them knowing you were even there no scent to maybe tip them off no stalking your prey no sport IMO. like a video game except you really kill something or you miss or maybe you just wound it.

    ah, that is kind of a funny one to me, a brain-less nit-wit I know was filming movies with his video camera at sneak previews then selling them as never before seen movies and new releases, very very poor quality and people were buying them. at least this is what I think they are talking about

    There you go, I don't believe it "caught on" like some hoped it would... Though it had an initial purpose, of supplying those that couldn't do the "traditional" hunt methods other means and ways of hunting.
