If it had happened in the states I may have agreed with you, but really doubt here in Canada they would win if they tried to sue.

No dog should be allowed to run loose, no matter the breed.
Personally I rather face any large breed running loose over some of the damn shih tzu's the owners around me let run where ever they want, I enjoy my ankles tooth mark free

Someone who is obviously aware of the RCMP and their bullshit. ;)

Seriously.... I know of this chick whose dog got a hold of another dog. Yes, she was totally in the wrong, which she fully admitted, BUT animal control showed up and for some stupid reason, the RCMP as well, and when the dog came out of the house, the RCMP officer FREAKED, pulled out his gun and threatened to kill the dog. A dog that was totally chill, just standing there doing nothing and had earlier gotten a hold of a DOG, not a PERSON. Even the AC officer was telling him to chill out. He kept his gun cocked on the dog the whole freakin' time while they loaded it into the AC van, still threatening to shoot the dog and being TOTALLY irrational! These are the people we arm to protect us?! COME ON! I've got more stories about their inept fumblings if anyone else wants to hear them, all within this area. ;)

What ever happened to K-9 officer handler guys carying breaking sticks just incase their dogs get out of control?

A break stick would not be effective on a GSD or guardian type breed. If you ever got that close to the head of this kind of dog, trained as it is, he would turn you into swiss cheese. A break stick is designed for PB breed dogs, ones that are focused on their "catch" and not on the handler. But your point is valid in that a dog in training should be safe guarded...if you cannot rely on the "out" then tethers and effective "handling" is what you would rely on. From the story the handlers and the dog were not prepared enough to be training in the area they were. Most importantly IMO, the public should have been informed as part of the safe guard.
