    Guangzhou, China (CNN) -- Dogs bark and whine behind high chain-link fences, some of them gnawing the wire so hard they bleed at the mouths while cats packed into crowded cages cower in fear if anyone approaches.

    This isn't a pet store -- it's a meat market in Guangzhou, a city in southern China where eating cats and dogs is common practice.

    At the Han River Dog Meat Restaurant in central Guangzhou, diners can choose from a long list of menu items, including dog soup, dog steak, dog with tofu and more. In the kitchen, the chef chops up meat for dog hot pot, one of the more popular dishes. Most customers like it spicy.

    "Dog meat is good for your health and metabolism," explains Li, the hostess who declined to give her first name. "In the summer it helps you sweat."

    Should cat and dog meat be banned?

    But these local restaurants may have to find a new specialty. The Chinese government is considering legislation that would make eating cats and dogs illegal.

    Professor Chang Jiwen of the Chinese Academy of the Social Sciences is one of the law's top campaigners. "Cats and dogs are loyal friends to humans," he said. "A ban on eating them would show China has reached a new level of civilization."

    Eating dog meat is a long-standing culinary tradition not just in China, but also Korea. Cat meat can be found on the menu in China, Vietnam and even parts of South America.

    The Chinese government has signaled a willingness to take the meat off the market. To avoid upsetting international visitors during the Beijing Olympics, officials ordered dog meat off the menus at local markets. Officials in Guangzhou have warned vendors to stop selling it ahead of the Asian Games which will be held there later this year.

    The ban on eating dog and cat meat is part of a larger proposal to toughen laws on animal welfare. Individual violators could face up to 15 days in prison and a small fine. Businesses found guilty of selling the meat risk fines up to 500,000 yuan ($73,500.)

    The legislation is gaining support from China's growing number of pet owners. With living standards rising and disposable income growing, more Guangzhou residents are investing in house pets.

    "I would never eat dog meat," said Louisa Yong, as she clutches her pet cocker spaniel. "It's so cruel!"

    Meat vendors have a different view.

    "The dogs you raise at home, you shouldn't eat," said Pan, a butcher who also declined to give his first name. "The kind raised for eating, we can eat those."

    Many of the dogs and cats sold for meat are specially raised on farms. But Chang said there is always a chance they're someone's lost or stolen pet.

    In anticipation of the new ban, dog and cat meat has become more difficult to find, though some vendors say they will keep selling it as long as they can.

    "The legislation will definitely affect our restaurant," said Li. "We'll just wait to see the result."

    And it seems restaurants don't necessarily need to change their menus anytime soon. According to the Chinese Academy of Social Sciences, the law prohibiting cat and dog meat could take as long as a decade to pass. Until then it's a la carte, from the cage into the kitchen.

    Id imagine its the same to have cattle as pets yet there for slaughtering..As a child we had pet chickens, ofcrse they would not last long... Some folks aint got shit to eat, and if they can make a meal outa a dog or cat to feed family..Go for it...

    yes but the world wide consensus across the world is dog is mans best friend , even the chinese know this and you cant compare a dog to a cow ... exspecially in pet since...

    and whats wrong with eating dogs and cats? i see no problem with it.humans are a weird creature,taking food and making it a pet and then crying that its bad to eat the animals.
    hell even native tribes ate dogs up until 70 years ago if not more recent.why? because they knew that the animal was food,there for them to eat.why should people not be allowed to eat what they are accustomed to?
    sure,im not to go out and slaughter jake and have the wife make me a pit bull roast,but we as humans forget about the natural order of things,the law of nature.

    I honestly don't see what the big fuss is about... It's just dog and cat, just another animal. If people are so up in arms about Asians eating cats and dogs, they should first be concerned about stopping the use of cows, chickens, pigs, and sheep as food in the US. I personally would LOVE to own some farm animals simply as pets, pigs are extremely smart, and sheep are cute... But I still eat them. It's part of another culture, we're just trying to American-ize the world.

    This shows how little people know about animals in general. Pigs can easily be trained to 'be loyal' to their owners, and I've heard of pigs protecting their owners from people breaking into their houses!

    right, the USA always has to be in other peoples business. they need to worry about fixing the economy and not what other countries have been eating for generations. its an animal and it has meat. whats the big deal? i tried it when i was in south korea and it was delicious.

    i ate chow in china, but i didnt know it till i swallowed it..i duno it aint my thing... to me dog is mans best friend ... but i dont care what people do a 6,000miles away as long as it aint my dogs

    People need to worry about their selves and not try and out law every thing that goes against their beliefs. I wouldnt eat dog though. Ive heard meat eating animals are generally not very good.

    I owned a Chow & Chow mix at the time (how ironic!) & ate some dog soup while I was in Korea. It was good, but the presentation was lacking.

    I wouldnt see no problem in eating dogs that were bred for food purposes. I wouldnt want to eat a dog off the street though! Animals are animals in my opinion, there are animals more intelligent than dogs that have a way smaller population and they are hunted every day.

    I always get asked if I eat dog just because I am part asian as if we're another species of human. I don't and neither does any of my family it's just not our thing it's not that big in our culture as they make it to be as well, maybe more for the Chinese but who knows. If you think cat and dog is strange or wrong you should watch bizzare foods with Andrew Simmons :p

    dats real deep i`ve never eatin dog or dog soup i think the thought is sicking an if you eva think bout eating any of my a.p.b.t. i got a slug fo ya an then i`ll feed u to them:mad: but back to the topic let them eat wtf eva they want too wat they eat dont fill me or mine up it`s there choice but watch out they will be trying to eat americans next :eek:

    For real! I saw one episode where he was doing tour of the southern states & he ate nutria, which is basically just a big swamp rat! The gentleman who hunted & prepared the nutria said it was common among country folk.

    At one time the state of LA. was even going to start feeding it to it's prisoners! Of course there was a big uproar about it being "cruel & inhumane punishment" to feed the prisoners swamp rat, but I think LA. should have given those protesters the middle finger & done it! After all, the nutria population had to be controlled & the prisoners have to eat something!

    So feeding them nutria kills two birds with one stone. And maybe a diet of big fat swamp rats would make them think twice about doing something that would get them sent back to prison! lol.

    Eljaybee: I heard you cannot eat a dog who has had it's shots, that it will make you sick. So we'd still have a shelter problem. *shrugs*

    thats were im from .. i remeber i was riding 4 wheeelers wheni was about twelve years old on the Mississippi river levees and some guy was walking with some buckets and i asked him what was in it and he showed me a big bucket of nutra rats and said his mom was making like a stew with em... will never forget it, that image will be in my head forever
