That whole thing is a bunch of crap. I dont let any of my dogs off leash unless they are in my fenced backyard.

Its total discrimination against pits. They are to be automatically declared as "dangerous". Then they want to charge you $200+ to license one! Its completely ridiculous.

Just goes to show it all boils down to money....and yes, no responsible owner should let their dog off leash around other animals, and even being at pet parks is debatable, I wouldnt risk it.
