COUNCIL BLUFFS - With 17 pit bull bites reported in the past year, including a recent attack on a little girl, the City Council may consider regulating the breed.
Last week, the Council Bluffs board of health unanimously recommended banning the dogs within the city limits.
Donn Dierks, the board's director, passed the recommendation to the City Council on Monday and asked for direction. The council would have to take action on any new rule.
So far, no ordinance has been proposed. The city already has banned wolf-dog hybrids.
Councilman Scott Belt said he favored looking further into regulating the animals.
Dierks also suggested some alternatives to an outright ban.
The city instead could declare the breed dangerous. Dog owners would be required to take steps such as keeping pit bulls that live outdoors in fully enclosed kennels and having $100,000 in liability insurance.
Anyone who walked a pit bull would have to be at least 18, and the dog would have to wear a muzzle.
"There are some pit bull owners out there who are doing things right," Dierks said. "But a few bad apples spoil the whole bunch."
