Dear sir,

I'm contacting you with a request for a help.

I live in a Slovak republic, Europe.

A group of Members of Parliament (please see the list bellow) submited
a
proposal to change law No. 282/2002 that deals with rules/conditions to
keep and handle a dog. The current law is a breed unbiased one - it
defines a dangerous dog category but based solely on deeds of an animal
i.e. as a result of an unprovoked attack on a person or an animal.

The proposal is a BSL type of law -- dangerous dog category includes
list of seven breeds (American Staffordshire Terrier, Dogo Argentino,
Fila Brasileiro, Bull Terrier, Dobermann, Rhodesian Ridgeback,
Rotweiler
and Staffordshire bullterier), "dogs generally known as pitbulls" plus
any crossbreed that at least partially involve any of forementioned
breeds.

Owner of a "dangerous" dog will have to apply (and pay) for an annual
permit to keep such a dog. Providing that local authority will reject
their application, that requires quite a number of other approvals and
proofs, criminal record list, etc.) the dog will have to be sold,
disposed to authorities or euthanized. Moreover no procedure to revoke
the decision was defined.

Providing an owner wants to keep more than a single dog, he/she has to
fullfill additional list of requirements that includes e.g. clause that
"all precautions to prevent unplanned and/or undesirable reproduction
were taken". Cost of such a permit is five times of single-dog permit.

What am I asking for?

I managed to get scheduled appointment with the person responsible for
the diction of the proposal on next Tuesday (May 10, 2005) to discuss
it. Therefore I'd highly appreciate if youId be so kind and send an
e-mail to the MPs (list of them is bellow) and to me, so that I can
present it on forementioned meeting. Providing you can mention the
ineffectiveness of BSL and/or position on SBT, lack of any aggression
of
staffies against people, etc. (please, consider the outline as an
example only and proceed as you feel appropriate).

Please, be aware that SBT is quite a rare breed in the Slovak republic
-- my bitch Eby is No.158 in the slovak SBT breed register and as far
as
I know total number of slovak SBTs is around 200.

Sorry for asking for an action on such a short notice but we learned
only recently that the first reading in the Slovakian parliament is due
on upcoming May session so we started to act quite late. Unfortunately
there is no local SBT Club so our effort is almost grass roots
activity.

I learnt that you face similar situation in some parts of Canada, too.
If I can help you anyhow, please, just let me know -- I'll do my best.
If our wishes would come true i.e. the proposal would be dismissed
(there was similar BSL attempt in 2001 and it was withdrawn) we'd be
able to give some story.

Damn, my man's about to start working there taking his bitch along...

Well, I had do apply for a permit as well meaning clean criminal record, taking a written test, letting them into my garden to see if it's escape-proof and for free a lecture of the head of the municipal public affairs office on why I couldn't have chosen another breed. Oh, and a practrical test to be allowed to walk my dogs without muzzle and outside town without leash, which wass great fun, as it meant my dogs were neither allowed to bark nor growl when somebody acted as if he was drunk and pushing me around a little...plus showing obedience heel, sit, stay, here

But the point is people abusing pits and the likes won't ask for permission and just hide their dogs.

I just wonder why that BSL-stuff is all over the world, it's insane.

And yes, I'm also more dangerous than my dogs, even without rifles, especially when being told how bad and dangerous my dogs are. Just yesterday I was told my girl is so dangerous because she can't feel any pain. Ah yes... Sometimes I wonder why people that stupid don't starve, they must be to stupid to eat

How about a special tax on dangerously stupid people? There'd be sooooo much money

let someone try and take my dogs they will see who is dangerous and it ain't going to be the dogs i can promise that
