PR has nothing to do with whether or not a dog shows, and most UKC breeds are eligable for the pr status. It simply means the dog has 6 generations of known ancestors and that the last 3 generations are all registered with the UKC
Since the UKC was founded for the registration of the APBT, it also met at one time before the Animal Welfare act that the dog was of certain quality.

Before the Animal Welfare act? So having a Purple Ribbon on a dog's ped a good thing>?

It depends on the owner of the dog. Years ago it was a title given to dogs that met certain qualities established by the UKC. Today it does not hold the same merit other than the pedigree. I guess if an owner peddles dogs based on fancy peds to people who know no better, then to them its a good thing. other than that, it does not show the dog is of any sort of quality what so ever. Other than tracing anscestory..
