Who Are They

Can anyone tell me something about this pic? I have had it a while. Was found about 40 years ago in the town I live in. From the way they are dressed and holding those staffs are whatever they are, I thought maybe members of a Masonic Lodge. If someone has an idea, pass it along. If I can find out what they represent, then maybe I can find out who they are. I feel sure they are locals from my town. Thanks
