Definitely keep her inside. If the garage is secure, relatively climate-controlled and free of anything toxic, that might be a good option. (Make sure if you've got a remote garage opener that you disconnect it, to be on the safe side.) Then walk on leash for potty breaks. In my personal situation, I would probably utilize a crate extensively for the 3 weeks, with supervized house time and leash walks. Whatever keeps her away from males most effectively.

Keep an eye on the garage. Her milkshake will bring all the boys to her yard, and those boys will stop at nothing to reach the Promised Land. A horny male may even dig through the garage wall.

Next, reconsider breeding, unless you have a VERY good reason to. You can save yourself and your girl a lot of trouble by getting her fixed.

I agree with bahamutt99. Crating is the one sure way to keep the males away and keep her safe at all times. Never let her out of your sight. It can happen faster than you can imagine. They actually make sanitary garments for this to use on house dogs. "Pooch Pants" are what we use with our girl. They are absorbant lined and completely machine washable. If you don't plan on breeding until she's three or more, you have quite a few of these heat cycles to go though. So planning ahead will make life easier and more pleasant for you and your girl.
