Stillwater makes excellent collars. Although I have yet to order any from him (I ordered in bulk from a hog dog place a long time ago :( ), I have seen them in person & know people who are beyond pleased with the collars.
As far as leads go, I prefer to use horse leads with heavy duty bullsnaps. :)

go to tractor supply or ace hardware. buy some rope, heavy duty snap, and two rope-tie thingy-ma-jiggers. Cut leash to desired length, make a loop for the handle and use the other tie to hook the snap on. Be out the door less than 10 bucks. You can get a good 1-3/4 in or 2 in collar there for 9 or 11 bucks, respectively.
Get whatever size rope you think is necessary for your dog.
Good luck.
*edit* I was gonna plug stillwaters stuff, too, but forgot. i've been eyein his site for a while and am lookin to get a leather harness this summer when Aubrey starts fillin out ;)

Try Stillwater Kennels http://stillwaterkennels.com/ Collars strong enough to be used as tie-outs and some solid rope leads.

As mentioned before, it can be made dirt cheap with supplies from your local farm supply. They a nice 5/8'' rope with the highest strength they have, 1 good rope clamp, and a bullsnap/boltsnap/o-ring. It shouldn't cost more then 10 dollars and take more then 5 minutes, the hardware is the expensive part. Thread rope through bullsnap, bring rope back towards handle, clamp in a vice or beat closed with a hammer and anvil. Done.

Go to the tractor and farm supply and get a horse lead. Stop messing with them damn petsmart crap leads and the sort. they don't hold our dogs. They hardly enough to hold lesser dogs like gsd. If it isn't as big around as your middle finger it isn't shit. If the hardware wouldn't hold your truck mid air forget it.

Well, a notion told me. It is this odd ability of being around half a century that you just learn that kind of stuff.
