How to give rep points..

Can anyone tell me how to give rep. points to someone???????

if you notice, when someone replies to a post, on the upper right hand corner of their post will be the post # and then a white scale icon. you click onto that white icon, and a new, smaller window will open. you can click to approve a members comments=which gives positive points, or click to disapprove, which will give negative points.
