Pet Laws May Get More Bite.

Higher fines for pet owners and more help enforcing existing animal regulations are needed, said a Sedalia Police Department Animal Control officer

We can have all the laws we want, but if we dont't have the power to enforce them they're no good, Said Animal Control offer Ms. Shultz.

An increased Awareness ofloose dogs and attacks on persons has the Sedalia City Council looking at ways to improve animal ordinances. Third Ward Councilman mr harrell is the chairman of an animal control committee, which is meeting folling the city council meeting Monday.

Some people are afraid of walking in their neighborhoods for fear of being attacked by a dog, mr. Harrell Said We're Just trying to get this situation under control.

Other Committee members are ms Horn 1st Ward, Mr. Young, 2nd ward and Mrs young, 4th ward. City Attorney Ms Gardner and Ms. Shultz are ex officio members of the committee.

American Paramedical services Inc. Owner mr Briscoe said the company has answered 16 calls for dog bites since 2002. Half of the bites have occured since 2005.

Mr. Harrell said the group will review the ordinance and discuss problems with it at monday's meeting. Mr Harrell helped draft the existing animal ordinances, whicn covers any animal and critter, but still has loopholes, he said.

The committee is not likely to seek Breed Specific Legislation, Mr. Harrell Said. An Agressive dog is just as likely to attack a person wether its a dachshund, chihuahua or pit bull, Mr. harrel Said.

Where does it stop? He said I've seen all kinds of dogs tear people up.

Ms. Shultz, an animal control officer of nearly 12 years said the department needs more manpower to enforce the law.

Our call load has increased our officers have not she said.

Animal control officers answered 1866 Calls from january through july this year. During the same time last year they had 1690 calls. The police Department has two animal control officers in 12 hour shifts. At least one of them is working every day of the week.

We run call to call to call during nine months of the year, ms. shultz said.

Detectives and patrol officers help with some animal cases, said chief DeGonia. The animal control officers are Extremely bussy, he said.

We could certainly use a part time or full time person. Chief DeGonia Said, but i dontreally see any room in the budjet for that.

Tougher penalties for woners who fail to license their pets abide by confinement regulations could help reduce the call load, ms. shultz said.

Owners pay $5 per day fee to board the animals plus 7.50 city feen when their pet is taken to the shelter by animal control. Ms. Shultz said mostmunicipalties of sedalia size charge more than 10 a day . Animal control offers issue $74 tickets to woners who allow their animals to run at large.

We're way behind as far as fees go, Ms. Shultz said.

Finding a pets owner to hold them accountable is often an issue, ms. Shultz said, because many pets are unlicensed.

Last year 522 pets were registered with the city in comparison, animal control offericers picked up some 796 dogs and cats that were brought to the shelter.

Ms. Shultz estimates that 90 percent of the animals picked up by animal control have no identification.

Sedalia Charges $2 to license a neutered pet older than five months and $6 for dogs and cats cable of reproduction. Ms. Shultz said it cost $15 in other cities, more if the animal is not spayed or neutered.

The committee meeting is open to the public.

you dont even know hot mutch of a relief this has taken off of my chest. I have been worried about it since this whole thing started. The subject of BSL is not off the table yet but its looking better. Thanks to all those people writing my city I really appreciate it. Also If they get the funding they need for more animal control officers I plan on applying for the position.

ANIMAL CONTROL DIVISION

The Animal Control Division consists of two full-time personnel who are assigned to handle animal complaints within the corporate limits of the City. Animals taken into possession by Animal Control Personnel are turned over to the Mid-Missouri Humane Society who operates a shelter in Sedalia.

Animal Control Personnel are active in handling complaints in Sedalia. During the past five years, the division has handled an average of approximately 3,000 calls per year. These calls range from simple bite cases to the more complex cases of Animal Abuse and Neglect. Personnel in the Division attend nationally certified recognized training in the field of Animal Control. This enhances the mission of the Department to promote safety to the citizenry of Sedalia, MO.

Ask that they increase dramatically ALL FINES ,again funneling the money back into animal control.
