would there be any specific reason why a person would sell there pups without papers?

Because they have no idea what breed of dog there dogs truly are. Because they have no idea of their dogs lineage. Because the sire or dam or both were not registered.

Dont want you to have the papers so you dont breed the dog....

Keeping the papers on your dog to put on future dogs and "paper hang"...

In additon to those Mia listed, theres plenty of reasons people keep the papers.

thank you for input. I did get a chance to see the papers for the sire, dam, and puppies. But still being offered pups w/o papers.

To falsify a pedigree to make it appear a dog is off a diffrent sire/dam. Sometimes people just lie on who the stud was, who the bitch was, or sometimes they say the litter was bigger than it was so they could put these "good papers" on pups not from the breeding. Its a common practice of dishonest dog breeders, in all breeds.
