Centerville, IA -- A public hearing will be held during the Centerville City Council's regular meeting Dec. 5 as the first step in creating an ordinance that would ban pit bulls, rottweilers and vicious dogs unless the animal was already in the city at the time of the creation of the law.
Those dogs already in Centerville could be subject to a number of regulations that include:
* must be on a leash and muzzle (with a person present) when outside a kennel or pen
* must be confined indoors (where they cannot exit by their own volition) or enclosed in a locked pen or kennel with a secure top attached to the sides
* a prominently displayed sign warning "Beware of Dog"
* carry liability insurance
* report their dogs to city hall
The city's animal control officer, Tom Beck, noted that there were no insurance carriers for such dogs in Centerville. A company he did find in Florida carried a $10,000 deductible with a $640 yearly fee and a $5,000 deductible with a $771 yearly fee.
The city is also planning to increase the late fee for licensing dogs and cats from $1 to $15. A dog or cat license costs $5 and the owner must supply proof of a rabies shot.
The proposed ordinance's definition of a rottweiler or pitbull includes any of a mixed breed or possessing the appearance and characteristics of the breeds - which for pitbull includes bull terrier, American bull terrier and American Stafford Shire terrier.
The proposed ordinance is based upon a recently passed law in Davis County.
